Specializing in contracts and procurement management, construction law, and contract dispute resolution, Steve brings 25 years of experience in public and private sector development management—the last 18 years as claims manager for multinational engineering firms acting as construction manager on major public projects. Steve’s areas of expertise include administration of complex claims resolution organizations, public and private procurement regulations, and facilities construction contracts.

Key Accomplishments
- Managed the complete claims and changes administrative program for the most complex public works program in the country—the Big Dig—including processing several hundred million dollars in required contracts changes over the past five years.
- Modernized an integrated management system on the Deer Island Project (Boston Harbor Clean-up) for administering multi-prime construction contract project claims, including enhancing a comprehensive case database, status tracking reporting and monitoring dispute resolution procedures.
Notable Project Experience
- Central Artery and Tunnel Project, Boston, Massachusetts. Administrative Manager, Contracts & Claims Department. Responsible for management and administration of contracts changes and construction claims for the CA/T Project. Oversaw complex inter-agency contract funding management and formal amendment processing for over 60 contracts. As in-house department counsel, prepared and issued project-wide administrative regulations, guidelines and procedures, and coordinated staff training in contract administration, construction law, claims analysis, and negotiation.
- Boston Harbor Project, Boston, Massachusetts. Construction Changes and Claims Manager. Site legal counsel to the Contracts Department and Head of the Claims and Disputes Department of the construction management team; responsible for a staff of fourteen professionals specializing in change orders and claims administration with emphasis on construction law and litigation support. The Claims Department processes, annually, approximately $250 million dollars in construction disputes submitted from over 30 General Contractors and as passed through from over 150 specialty trade subcontractors responsible for building the 1.2 billion gallon regional wastewater treatment facility on Deer Island in Boston Harbor.
- Boston Harbor Project, Boston, Massachusetts. Pre-Purchase and Procurement Manager. Liaison and CM procurement administrator responsible for assisting preparation, review and processing of construction and service contracts including over eighty contract packages worth nearly $3 billion. Position also served as counsel to contracts management unit within the CM organization performing analysis and preparing recommendations for contract language, administrative policy and concerning course of action on emerging BHP Construction Contract Issues.
- Department of Procurement and General Services, Commonwealth of Massachusetts. General Counsel. General Counsel and Procurement Program Director for the Commonwealth's central procurement agency; managed a staff of over 100 buyers, contract negotiators and administrative support staff. Responsible for drafting, implementation and administering procurement regulations for $300 million in annual goods and services purchases.
