Rick has over 22 years of experience in project management and construction with an emphasis on complex claims and dispute resolution. Rick represents design engineers and other clients in the review, analysis, and resolution of claims and delays arising from design changes, work disruption, unforeseen conditions, productivity loss, third party delays, and extended performance. Rick’s expertise in CPM scheduling and delay analysis leads to the prompt identification of the events impacting the project schedule and to the accurate assignment of responsibility for those delays to the appropriate party.

Rick’s project experience includes heavy civil and highway infrastructure, bridges, tunnels, wastewater treatment facilities, commercial and residential structures, sports facilities, and historical restoration projects. Rick has successfully represented clients in both direct negotiation and alternative dispute resolution forums, including mediation, arbitration, and dispute resolution boards. Also, Rick has lectured in training seminars focusing on the evaluation, management, and treatment of construction claims.

Notable Project Experience

Central Artery/Third Harbor Tunnel Project, Boston, Massachusetts Roles included Claims Analyst, Contract Administrator, and Senior Schedule and Cost Engineer. Responsible for contract claims analysis, negotiation, and resolution; researched and analyzed complex claims and contract changes claims for large construction projects including schedule delays, work disruption, productivity loss, and total cost claims; performed quantitative analysis of claims applying statistical analysis, historical cost data, and measured mile techniques; performed contract audits of general ledger accounts and contract costs; drafted contract modifications and record of negotiations for negotiated settlements; negotiated and resolved more than 360 contractual issues and entitlement claims in excess of $80 million; negotiated $12 million value engineering change proposal resulting in $850k direct savings and 6-month schedule improvement to major traffic opening; presented written and oral position statements and quantitative analysis for unresolved issues to alternative dispute resolution; managed contract budgets and contingency funds in excess of $400 million and solicited requisite funding for contract modifications; managed, analyzed and monitored contract progress and cost distribution for multiple civil/structural building projects using CPM scheduling and integrated project controls techniques; developed contract time entitlement analyses (TEA) resulting from contract changes, unforeseen conditions, third party delays, and extended performance
