David has 25 years of experience in the design, construction, and management of large, complex, heavy civil/marine projects. His responsibilities have included the preparation of engineering calculations and plans, the development of large complex CPM schedules, and the preparation of contractor construction claims. David’s wide-ranging background gives him a unique understanding of, and clear insight into, construction claims analysis.

David is a licensed Structural Engineer in two states as well as a member of the American Society of Civil Engineers and the Structural Engineering Institute.

Notable Project Experience

Removal of the Old Jamestown Bridge (2005-CB-036), N. Kingstown/Jamestown, Rhode Island Demolition of 5,200 lf of Old Jamestown Bridge constructed in 1939. Work included the removal and disposal of 6,000 tons of structural steel as well as the removal of 24,000 cy of reinforced concrete for the construction of offshore artificial reefs.

  • Contract Value: $21 million
  • Project Engineer responsible for development of resource loaded CPM Schedule, development of project budget, preparation of engineering submittals, and procurement of materials, supplies, and subcontracts for performance of construction activities. Also responsible for preparation of original bid estimate.

Rio Puerto Nuevo Project, Contract 2A (Contract DACW17-99-C-0025), San Juan, Puerto Rico Widening of existing river for flood control including the excavation and ocean disposal of 1.5 million cubic yard of material, relocation of an existing sewer siphon, construction of sheetpile and sheetpile/pipe pile channel walls.

  • Owner: U.S. Army Corps of Engineers – Jacksonville District
  • Contract Value: $28 million
  • Duration: 36 months
  • Project Engineer responsible for preparation of engineering submittals, development and maintenance of CPM Schedule, preparation of Pay Requisitions, preparation and negotiation of cost proposals for change orders including settlement proposal for a partial termination for the convenience of the government, procurement of materials, supplies, and subcontracts for performance of construction activities from global suppliers.

Central Artery/Third Harbor Tunnel Project (Contract C01A6), Boston, Massachusetts Construction of 1200 lineal feet of cut and cover tunnel for the Massachusetts Turnpike extension to the Ted Williams Tunnel.

  • Owner: Massachusetts Highway Department
  • Contract Value: $180 million
  • Duration: 52 months
  • Project Engineer responsible for: the preparation of contract claims and changes documentation; technical issues including design of temporary structures, support of excavation, Maintenance of traffic plans, and Quality Control; as well as the coordination of CAD / survey departments.

Central Artery / Third Harbor Tunnel Project (Contract D019D), Boston, Massachusetts Design and development of demolition procedures for the existing I-93 Charles River Crossing.

  • Owner: Massachusetts Highway Department
  • Senior structural engineer responsible for development of dismantling procedures, design of temporary supports and coordination with client.

Central Artery/Third Harbor Tunnel Project (Contract M025S), Boston, Massachusetts Project Construction Safety Consultant.

  • Owner: Massachusetts Highway Department
  • Senior engineer responsible for the review of contractor Safety and Health Plans and onsite monitoring of construction operations.

Central Artery/Third Harbor Tunnel Project (Contract D011A), Boston, Massachusetts Design of 1500 lf of “cut and cover” tunnel along the existing alignment of Atlantic Avenue from Kneeland Street to Congress Street and underpinning of an existing subway station.

  • Owner: Massachusetts Highway Department
  • Structural engineer on the design, scheduling and construction phasing of slurry walls, excavation support systems, and permanent tunnel structure for “cut and cover” tunnel section.

Shaw and U Street Subway Stations, Washington, D.C. Completion of the Shaw–Howard University Station, U Street–Cardoza Station, and 1300 lf of tunnel after JV Partner was terminated by owner.

  • Owner: Washington Metropolitan Area Transit Authority
  • Contract Value: $30 million
  • Project Engineer responsible for direction and coordination of engineering staff, development of CPM Schedule, and Quality Control, for the completion of the project at the request of the bonding company after the joint venture partner was terminated by the owner.

I-490 / I-590 Interchange, Rochester, New York Construction and rehabilitation of over 5 miles of pavement and 16 bridge structures.

  • Owner: New York State Department of Transportation
  • Contract Value: $94 million
  • CAD / Schedule Engineer responsible for the development of a resource loaded CPM Schedule and design of alternate Maintenance of traffic plans. This was the first project in the company history to have CAD capability onsite.

I-76 Schuylkill Expressway Section 300, Philadelphia, Pennsylvania Construction and rehabilitation of 3.1 miles of pavement and twelve bridge structures.

  • Owner: Pennsylvania Department of Transportation
  • Contract Value: $32 million
  • Field Engineer responsible for coordinating and supporting field activities including the development of bridge demolition plans, construction sequencing, and miscellaneous construction details.
